Saugus Union School District to levy additional property taxes on new home owners
Greetings everyone!
Last week the Saugus Union School District voted to start the process to form a Community Facilities District for two new developments being implemented by Newhall Land & Farm, and to be built out by Lennar. These two communities are named River Village and Villa Metro (possibly Soledad Village - they can't make up their mind on a name). There are no homes built as of yet in the proposed CFD area, however there will be many in the near future!
As allowed by California law, the Saugus Union School District can form this special CFD after an approval from the land developer/Owner (Newhall Land). This will enable the school district to fund a necessary upgrade and expansion to the Emblem elementary school that will most likely be heavily impacted after these two new developments are built out.
Community Facility Districts, also known as Mello-Roos, generally are used for items such as schools, roads, parks, library, and other public uses and infrastructure that are needed due to increased demand a new development(s) bring to any given area just by way of the increased population.
This particular CFD will not progress until a public hearing is conducted, likely in Janurary 2007. It is proposed that new attached homes within the River Village and Villa Metro community (which will ALL be attached homes) will be approx. $1,900 in addition property taxes per year, and detached homes located in the River Village community will have an additional $3,400 added to their property taxes per year.
This is a hot button issue amongst developers, which feel, in some cases that it is not fair that only "new homes" be faced with such taxes that provide funding by way of the CFD tax amenities that everyone benefits from. Public officials will tell you that such additional taxes and fees to both the builder and the consumer of new homes is necessary in order to continue to provide excellent "Blue Ribbon" schools and other amenities that citizens depend on in everyday life.
